1. VRAAGSTUK

1.1 INLEIDING
De defensieorganisatie moet informatie sneller en slimmer verkrijgen, verwerken en verspreiden om gericht te sturen en
zo succesvol te kunnen zijn in moderne conflicten en crises (Ministerie van Defensie, 2022). XXX faciliteert dit om
daarmee optimaal Informatie gestuurd optreden (IGO) mogelijk te maken. Prof.dr. Jos van Hillegersberg stelt volgens
Erasmus Academie (2020), dat goed informatiemanagement (IM) cruciaal is voor de overheid, waarbij een doelmatige en
doeltreffende informatievoorziening essentieel is voor bestuurlijk succes van een organisatie. De voortschrijdende kracht
van digitalisatie heeft ervoor gezorgd dat IM binnen het leger een steeds belangrijke discipline is geworden (IMnibus,
persoonlijke communicatie, 2022). In het literatuuronderzoek in de bijlage II wordt IM binnen defensie verder onderzocht.


1.2 HUIDIGE SITUATIE (IST)
In december 2022 is er een meting uitgevoerd om de IM-volwassenheidsniveau van het HQ te meten door middel van het
Information Management Capability Maturity Model (IM CMM). Een volwassenheidsmodel is een bedrijfshulpmiddel
