Constitution – Lesson 3 – 26th September

Hung parliament where no one party has a majority.
326 for a majority
Liberal democrats didn’t coalited with labour as they disagreed with them, and
conservatives had the most votes.

Areas of disagreement
Before Lib Dems went into the co aition and promised that a referendum would be held on
the voting system within the UK.

We use first past the post.

Lib Dem wanted this pluralistic system replaced with a ranked choice voting system called
the alternative voting system. But it is very complicated.

British people rejected AV by 68% in the referendum.

The conservatives wanted to replace the Human Rights Act with a British Bill of Rights
whereas the Lib Dem were determined to retain the Act in its current form.

Areas of agreement:
Wales-
A referendum was held in Wales in March 2011 on proposals to grant further powers to the
Welsh Assembly.
This resulted in the assembly receiving direct law-making power in all 20 policy areas that
had been devolved to it without having to go through Westminster.

Scotland –
2012 Scotland act, Scotland received more powers such as the right to set up its own
income tax rate and control over landfill tax and stamp duty.
2014 saw the referendum on independence
David Cameron and the other Westminster leaders campaigned hard for Scotland to stay in
the union
55% voted to stay

English votes for English laws
Scottish and Northern Irish MPs voting on English issues
Under this new law if an issue came before the House of Commons that only concerns
England (and or Wales) it can only be approved by a grand committee consisting of solely
English (and or Welsh) MPs
The measure was first used in 2016 to pass a housing Bill
However, it was revoked in 2021
