The Mission of the Texas Board of Nurisng (BON) - Answer- To protect and promote the welfare of the people of Texas by ensuring that each person holding a license as a nurse in the state of Texas is competent to practice safely. Role of the Texas Legislature - Answer- BON is subject to the Texas Legislature The legislature makes the act and the BON makes the rules and regulations to carry out the act The BON serves the legislature, it cannot lobby the legislature The legislature makes the NPA (Nursing Practice Act) which grants the authority to the BON to carry out the NPA Nurses must be familiar with the NPA and the Board Rules. Texas BON Rules and Regulations: Texas Occupations Code (TOC) - Answer- Chapter 301 of the Texas Occupations Code (TOC) contains the Nursing Practice Act (NPA) which creates the BON and defines its responsibility for regulating nursing education, licensure and practice. Chapter 303 relates to Nursing Peer Review and Chapter 304 relates to the Nurse Licensure Compact. Chapter 305 introduces the Advanced Practice Registered Nurse Compact which will be implemented at a later date. How often can the NPA be changed - Answer- Only the Legislature can change the NPA, so statutory changes only occur every two years. How long do you have to notify the BON of any address or name changes? - Answer- 10 Days The Texas Board of Nursing consists of 13 members appointed by the governor with the advice and consent of the senate as follows: - Answer- (1) six nurse members, including: (A) one advanced practice nurse; (B) two registered nurses who are not advanced practice nurses or members of a nurse faculty; and (C) three vocational nurses who are not members of a nurse faculty; (2) three members who are nurse faculty members of schools of nursing: (A) one of whom is a nurse faculty member of a school of nursing offering a baccalaureate degree program in preparing registered nurses; (B) one of whom is a nurse faculty member of a school of nursing offering an associate degree program in preparing registered nurses; and (C) one of whom is a nurse faculty member of a school of nursing at an institution of higher education preparing vocational nurses; and (3) four members who represent the public. (b) Appointments to the Board shall be made without regard to the race, color, disability, sex, religion, age, or national origin of the appointee.
