This report will first explain the history of the asset management revolution in Ontario and
emphasize the difference between the Level of Service (LOS) and traditional condition
measurement. Second, it will provide an overview of the King street transit priority corridor and
the Town of Innisfil’s experiment with the public transit replacement. Third, it will illustrate the
LOS criteria table for these two projects discussed above, including service goal, customer level
of service, and technical level of service. Lastly, it will compare the suggested LOS criteria to the
current status of the two projects to provide a more thorough explanation for the strategy
matrix.

Q1: History of Asset Management Plan in Ontario
The municipal Asset Management(AM) journey was somehow enforced to start in 2012. The
Ministry of Infrastructure(MOI) announced that the municipality's future funding has to bond
with the established asset management plan. Each municipality should adopt a different
strategy due to its size and allowable resources. The LOS is the widely recognized guidance for
each municipality to explore to set up their capital planning. (Piryonesi,2020)

In 2017, the provincial government introduced the AM standard to the municipalities,
containing four significant aspects: condition assessment, LOS, life cycle study, and the
emerging climate change problems. This industry standard helps every municipality in Ontario
develop its AMP, showing the higher-level policy maker's commitment to effectively helping
subordinates tackle the current deteriorated infrastructure stats. (Piryonesi,2020)

The resource constraints and lack of talent are the most common barriers for the small
municipality. The collaboration between each small municipality and external experts from the
AM consulting industry would be a workable solution for these obstacles. (Piryonesi,2020)

Moreover, the leading technology for data collection systems and AM applications is the AM
industry's game-changers, such as Building Information Modeling(BIM), Geographic Information
systems (GIS), and automated drone. It can improve the accuracy and efficiency of the data
collection and interpretation to predict the deterioration rate of the asset inventory based on
an extensive database. (Piryonesi,2020)
