INTRODUCTION
- SA system provides for a co-op gov
- Principles are unique and new
○ National Government always had final say - unitary form of state
- 1996 C allows for a co-operative government
- Aim:
○ Facilitate inter-governmental relations
○ Foster co-operation and co-ordination
○ Prevent non-competitive political conduct
- 'Spheres' rather than levels
- CG is entrenched in sections 40 + 41 of C
