3.1. THE NEED FOR THE GOVERNMENT TO PURCHASE WI-FI ROUTERS,
LAPTOPS AS WELL AS ENSURING THAT THESE ASSETS ARE TAKEN GOOD

The Chairperson, Mr Grey asked Mr Johnson, to elaborate on the necessity to
introduce new learning methods that will be conducted online. Amongst other things
mentioned by Mr. Johnson was that the online teaching and learning system will
assist in reducing the spread of COVID-19 as there will be no face-to-face contact
when the online learning is introduced. For this reason, Mr. Johnson suggested that
the budget is initiated to buy necessary tools to conduct an online learning system.

Mrs Tobi objected Mr Johnson suggestion of buying laptops, Wi-Fe routers and
network data for students on account that the students cannot be trusted when
vouchers are issued. However, Ms. Piyet responded to Mrs. Tobi’s concern and
suggested that universities must employ measures that will make sure that vouchers
are utilized for the purpose they are issued for.

One of the ideas raised by Mr Johnson, Mr Grey and Ms Tobi to curb the trust
problem in students was that it should be made difficult for students to exchange
vouchers for cash. The costs of devices must be investigated, the amount of network
data each student will need must be ascertained and whether it should be data that
will last for a term or for the entire semester. Additionally, 5KB for a tablet and 3GB
for data that would last for one term was suggested. Notwithstanding, these benefits
are reserved for students who meet a certain academic performance level and it is
suggested that all these suggestions be introduced to the Minister of Finance when
everything is finalised.

In spite of all these measurements, it still remains the obligation of each university to
ensure that the students use these vouchers for the purpose they are intended for –
the students fully benefit from the project and that the project’s budget does not go to
waste.

The purchase of this project is to ensure that teaching and learning is not affected
because of the COVID-19 regulations. Therefore, the department of Higher
Education must save funds in order to enable universities to fulfil the objectives of
this project. Moreover, the state must enforce accountability measurements to hold
accountable those universities who are guilty of misusing the funds.

Finally, all the participants agree with the proposed resolutions and the presentation
will be prepared and presented to the Minister of Finance.
