The Berkeley Day Report Center (DRC) is a treatment option to imprisonment for nonviolent

offenders whose substance use challenges have led to legal involvement. Supervision and treatment

services provided by the BDRC will accomplish two goals: 1) To provide much needed substance abuse

treatment and drug screening which is not available in the Eastern Regional Jail to appropriate offenders

2) To reduce taxpayer cost associated with incarceration(Berkeley Day Report Center, 2021). The cost to

incarcerate an offender in the Eastern Regional Jail is $1500/month(Berkeley Day Report Center, 2021).

The cost to place an offender in treatment at the BDRC is $475/mo (Berkeley Day Report Center, 2021).

The goals are to effectively supervise and treat medium and high-risk offenders by addressing identified

criminogenic needs and to ensure coordination and continuity of clinical care. The desired outcomes for

participants are to satisfy all court obligations, address maladaptive behaviors, obtain employment and/or

job readiness skills, and to reduce the individual’s risk to reoffend by addressing criminal thinking and

improving decision making abilities (Berkeley Day Report Center, 2021).


The Children's Home Society (CHS) of West Virginia is a non-profit child welfare group that

offers comprehensive social casework, behavioral health, advocacy services, and child welfare services.

Each year the Society provided services to over 15,000 children and families from thirteen primary

locations throughout the state (Children’s Home Society of West Virginia, 2021). They work with

adoption, foster care, unplanned pregnancy options, early childhood learning & family support classes
