The main question will be: What must be taken into account if you are creating an educational design concerning morality and citizenship for secondary school students in the Netherlands? To answer this question we will start with a discussion of what citizenship education is and how it connects to moral education, to give a general idea of these concepts. Then, four approaches of moral education will be discussed: cognitive development, care ethics, values education, and last but not least values clarification. These four approaches have an important place in the educational discourse of citizenship education (Fallona, 2000). Finally, we begin with the practical side of educational designing. We will look to the stance of the teacher, the class room setting and general structures.
