Despite their importance not much has been done to enable these entities take their contribution to a higher level for sustainable development. One such area that seems to be inefficiently addressed is policies that can contribute to their development. While large enterprises may provide formal employment to many, small businesses form the backbone of economic growth in Sub-Saharan Africa including Kenya where SMEs provide livelihood and employment to the bulk of the people with about 50% of such businesses being owned and operated by women and therefore crucial for the economic growth of any country and therefore their development is crucial (GOWE, 2010). Enterprise development is a business innovative approach, where the aim is to provide contributions to assist in the operating, financial and development towards business sustainability including large, small and medium enterprise. Sustainable enterprises should innovate, adopt appropriate environmentally friendly technologies, develop skills and human resources, and enhance productivity to remain competitive in national and international markets (ILO-Labour Conference, 2011). ........................................................continued............................................
