Aim: How did Alexander Hamilton’s financial plan establish the American economy?
A. Why was George Washington elected as our first president?
George Washington was elected as our first president because the 69 representatives favored his
classiness over radical politics. In addition, he was popular with the people as he had
successfully led us to victory in the Revolution and inspired awe with his speeches. Furthermore,
he humbly stepped out of public affairs once the war was over, instead of using his status to gain
influence. This showed that he fought in the name of freedom and not to become a new
oppressor.
B. Why are the first ten amendments of the constitution called the bill of rights?
They were called the bill of rights because they outlined the inalienable rights that each citizen
maintains.
C. Notes: 1) The Amendments in general, have increased democracy (freedom) in the

E. What is Alexander Hamilton’s goal with his financial plan?
His goal with his financial plan was to help the United States reach a point of financial stability,
creating a solution to its debt that would not be taxing on U.S. citizens, while establishing the
United States as a power to be taken seriously.
F. How did Hamilton’s plan to create a national debt and to assume state debts benefit
wealthy Americans?
Wealthy Americans who had invested in depreciated war bonds would gain huge profit. He
asked congress to pay the note holders interest, which would make the national debt permanent.
Hamilton also wanted the federal government to take on the state’s war debts to further increase
credit.

G. Why did Hamilton ask Congress to create a national bank? Who would own it?
He asked congress to create a national bank because he believed it would bring stability
to the economy by loaning money to merchants and handling government funds. It would
be owned in part by the government and in part by private stockholders.
H. Note: Congress makes all laws! Never say that a member of the executive branch
(the president or a cabinet member such as Hamilton “made” or “pass” a law)
I. On what Constitutional grounds did Thomas Jefferson oppose the creation of the
National Bank? On what practical grounds did Jefferson oppose the Bank?
Constitutional grounds- It was not stated in the constitution that the federal government
could create a national bank.
Practical grounds- He thought that the plan was too expensive and would transform
America from a community of small farmers to one of “industrial” workers.
J. On what Constitutional grounds did Hamilton argue in favor of the Bank?
Hamilton argued that Article 1 Section 8 of the constitution stated that Congress could
make all laws necessary and proper. Hamilton interpreted the constitution loosely,
reading in between the lines, while Jefferson preferred a strict interpretation of the
constitution.
***K. Note: The cause cited by Hamilton is called the “elastic clause” because it
stretches the power of the federal government.
L. Note: The growth in power of the Federal government is another long-term trend
of the U.S History!!

A tariff is a tax on goods coming into the country.
N. Why did Hamilton want a tariff on foreign goods?
He wanted a tariff on foreign goods because as trade increased, more money would be
raised for American debt.

They would gain more wealth from interest on their war bonds.

While Jefferson envisioned an America based on an agricultural economy, Hamilton
