Acquisition Needs
High-Level Needs from the Team’s Perspective
Qualified Clinical Staff: Secure a team of registered nurses (RNs), licensed
practical nurses (LPNs), and nurse practitioners (NPs) with demonstrated
expertise in dementia care, including Lewy Body and vascular dementia.
Patient-Centered Services: Ensure the vendor provides compassionate, safe,
and dignified care that prioritizes the comfort and well-being of adult dementia
patients.
Modern Medical Resources: Obtain reliable diagnostic, monitoring, and care-
management equipment to support accurate assessments and effective
treatment.
Ancillary Support Services: Include ongoing staff training, educational
materials, and care resources that strengthen the Help You Now program.
Sustainable Partnership: Establish a long-term vendor relationship capable of
meeting both current and evolving healthcare needs of Watson James Medical
Center.
Cost-Effective Operations: Achieve a balance between high-quality service
delivery and efficient, transparent cost structures.
Team’s SMART Goals
Specific: Identify and contract with a vendor that can provide both specialized
dementia-trained clinical staff and advanced medical resources.
Measurable: Evaluate vendor proposals using clear criteria such as staff
qualifications, prior performance, patient outcome metrics, and cost-effectiveness.
Achievable: Select a vendor with proven capability, validated through
certifications, references, and demonstrated past performance in healthcare
service delivery.
Relevant: Ensure the acquisition strengthens Watson James’ capacity to provide
inclusive, patient-first care for dementia patients through the Help You Now
program.
Time-Based: Complete vendor selection and contract award within 60 days of
RFP release to ensure timely implementation and continuity of patient care.

Introduction
Watson James Medical Center is initiating this special acquisition to expand its Help You
Now program, which provides patient-centered care for adults living with dementia. The
purpose of this acquisition is to secure specialized nursing services that will enhance the
Center’s ability to deliver empathetic, high-quality, and safe care to patients with complex
cognitive conditions, including vascular dementia and Lewy Body Dementia.
This RFP, therefore, engages a professional nursing service provider with exceptional
skills in dementia care and the ability to meet the high standards established by Watson
James Medical Center. The core goal is to contract experienced nursing staff—including
registered nurses (RNs), licensed practical nurses (LPNs), and nurse practitioners (NPs)
—to support Watson James’ mission of advancing community health through
compassionate and effective dementia care.
The resulting contract will be awarded as a best value acquisition under FAR Part 15.
Consistent with the tradeoff process outlined in FAR 15.101-1. Vendors are expected to
demonstrate proven experience, provide measurable improvements in patient outcomes,
and align with Watson James’ patient-first values (Desjarlais et al., 2024).
