Health Informatics: HIPAA, Health Information Technology for Economic and Clinical Act,
Privacy Rule, and Protected Health Information.
The HITECH Act,
It was enacted in 2009 so as to promote use of health information technology in a meaningful
way. It incentivizes healthcare providers to implement Electronic Health Records (EHRs) and
emphasizes the importance of interoperability to enhance exchange of health information. Its
objective was to improve healthcare, safety, quality, and efficiency while promoting information
technology of health and electronic health records (Lin et al., 2019).
The act ensured that healthcare organizations complied with HIPAA safety and security rules so
that health information was kept private and confidential. The health organizations honoured
their obligation to provide patients with their health information upon request while restricting
the uses and disclosures of health information. The HITECH Act has driven significant
advancements in digitizing healthcare data, making it more accessible and facilitating
coordinated care. There has been improved coordination in healthcare and reduced healthcare
disparities, which can also be evaluated in the widespread adoption of electronic health records.
HIPAA Accountability Act
The HIPAA act of 1996 is a comprehensive law that addresses various facets of healthcare, that
include privacy, security, and electronic transactions. It ensures that federal standards are created
to protect patient's sensitive information and only allows patients' sensitive information to be
shared with their consent.
