, Introduction
Purpose of the Policy
The purpose of this policy is to provide a structured framework for the Skills Development
Program at St. Cecilia Community Learning Centre. Over the past three years, the programs
have operated without a unified, institutionalized guideline, leading to inconsistencies and
lack of clear direction. This policy aims to harmonize and institutionalize the various aspects
of the program, offering clear guidance and direction to all involved. By establishing this
policy, we seek to capitalize on our existing efforts and elevate our programs to their highest
potential, ensuring sustainable and impactful outcomes.
Scope
This policy applies horizontally to all stakeholders involved in the Skills Development
Program. These stakeholders include:
- Partners: Nyandarua National Polytechnic, Subcounty Ministry of Education, ABBA.
- Trainers: All instructors and facilitators involved in the program.
- Students: All participants enrolled in the skills development courses.
Objectives
The primary goals of the Skills Development Program are:
- Certification Achievement: Ensure that the skills acquired at St. Cecilia are
recognized by competent authorities, providing students with valid certification.
- carpentry and other skills, ensuring high standards and quality training.
- Holistic Education: Provide a comprehensive education that includes not only
technical skills but also life skills, digital literacy, entrepreneurship, and ethical
training.
- Economic Development: Enable young people to achieve economic independence
and autonomy, contributing to the overall economic growth of the community.
- Empowering the Local Community: Equip community members with essential
skills that enhance their personal and professional growth.
- Excellence in Carpentry: Establish St. Cecilia as a center of excellence in carpentry
and other skills, ensuring high standards and quality training.
Policy Statement
St. Cecilia Community Learning Centre is committed to providing quality education and
comprehensive skills development to all its students. Our institution strives to be a center of
excellence, particularly in woodwork and carpentry skills. We offer a robust extracurricular
program that includes life skills, computer/digital literacy, guidance and counseling,
entrepreneurship, and ethics.
In addition to our skills development programs (carpentry, masonry, plumbing, fashion and
design, food production, and electrical installation), we also offer continuous education for
adults and parents in the community, as well as young people who wish to start a skills
development program but have not finished their primary education. This continuous
education program provides the opportunity for individuals to catch up on their studies and
complete their primary or secondary education, ultimately receiving a certificate.
Our flagship initiative allows students to produce and sell their products, enabling them to
enter the market directly. The institution will facilitate this through an open shop on our
premises, showcasing products from various programs such as carpentry, fashion and design,
