Dr. Thibodeau and class,

For week three we were asked to find a state or national coalition that has advocated for our approved
healthcare policy concern. This module asks us to point out any coalition partners and to recognize any
outstanding leaders. We should include any successes that can suggest strong leadership and guided to
focus on certain points from the coalition that could add to our upcoming presentation with our elected
official.

In my research for my coalition, I referred to an article from the Centers for Disease Control, that dealt
with “High School Youth Risk Behaviors” (CDC, 2020). The article had resources to both state and federal
agencies in connection with unwanted teenage pregnancy. This led me to the discovery of The National
Conference of State Legislatures, or the NCSL. The NCSL was founded in 1975, when 3 contributing
organizations that represented the interests of legislators and staff decided to come together all thanks
to two staffers that suggested the groups come together to form a single national organization to
support, defend and strengthen state legislature (NCSL, 2020).

The NCSL is structured with various standing committees; budget and revenue, education, environment,
law, and criminal justice to name a few. The standing committees coordinate the organizations
consideration of federal and state issues (NCSL, 2020). There are officers from each political party, these
legislators, their co and vice chairs and legislative staff share in rendering direction to the standing
committees. The NCSL has meetings 3 times per year, there is an annual meeting and then a spring and
fall forum.

There are many leading roles in the NCSL, they are listed by state and in Kentucky where I will present
my healthcare policy concern, some of the various noble leaders are from the house and the senate.
Speaker of the house, David Osborne (Republican), Majority floor leader, John Carney (Republican) or
Minority floor leader, Joni Jenkins (Democrat) and President of the Senate, Robert Stivers (Republican)
are just a few names to mention. During my exploration into the NCSL website and researching articles
about high risk youth behaviors, teen pregnancy prevention, and expanded access to contraception. I
discovered that the federal government has more than 30 evidenced-based teen pregnancy prevention
programs and these programs have funded around 200 grants in over 35 states (Blackman, 2016). Kate
Blackman is the leading resource and contact for the NCSL with any policy, law, or resources in the
prevention of teen pregnancy at the national level. Blackmans article on Evidenced-Based Policies to
Prevent Teen Pregnancy was a wealth of information. Her Article guided me to both sate and federal
actions and to the National Campaign to Prevent Teen and Unplanned Pregnancy in the US, a website
