Community Needs Assessment: Fleetwood, BC
Introduction
The neighborhood of Fleetwood, which is situated in the Northern portion of
Surrey, British Columbia, can be described as one of the highly diversified
demographically and fastest developing communities. With 96 Avenue on the north, 76
Avenue on the south, and located between 144 Street and 168 Street, Fleetwood is mainly
a residential community that boasts quiet neighbourhoods, convenient parks, and a
family-focused environment. According to the 2021 Census, the population of Fleetwood
is 65,565, which represents 12% of the total Surrey population of 562,635, of which 50
percent of residents consider themselves immigrants, mainly South Asian, Filipino, and
Chinese.
This Community Needs Assessment aims to address the social, cultural,
economic, and environmental realities of Fleetwood through the use of both primary and
secondary data. This is an attempt at analysis to outline the strengths of the community,
along with gaps and Chief troubles as perceived by local residents. The assessment is
informed by the values of Asset-Based Community Development (ABCD) and the Issue-
Based model that, in combination, enable the community to have a comprehensive vision
of the available resources and needs that are not met. By connecting with residents and
analyzing demographic data, this report provides a point-in-time snapshot of Fleetwood’s
community life. It highlights how the neighborhood is functioning, what community
members value, what they perceive as missing, and how they envision a more connected
and supportive environment. The ultimate goal is to propose transformative strategies that
reflect social work values of empowerment, participation, equity, and accountability.
