For example, if African American drivers are stopped for questioning by police at a higher frequency
than other ethnic groups, a bogus charge of "Driving While Black" (DWB) is said to be in effect. Such
practices have helped to fuel the distrust between minority groups and the police.

Why did early police community relations programs focus on minority
communities?
From many incidents of the past, it has been observed that police had estranged relations
with the minority communities. So, the major reason behind focus on minority communities’
program is this only. It is also true that policing is mostly required by minority communities
only owing to several reasons like poverty, discrimination, and harassment by other communities
(Brown & Locke, 1980). Crimes generally tend to happen in places and regions of these minority
communities only. But, in place of protecting them, people in such neighborhoods have a
tendency to the most suspicious of police. This is the result of police harassment of minorities
and their brutality toward the people of this community.
