Disability
⮚ Loss of income
o Income replacement
o Work, work-related
⮚ Use of general income; mind this definition!
o Sometimes use a concept of work incapacity
⮚ Covers quite some different realities
o Distinction between
▪ Short term
● Sickness – referring to same person before they were ill
● Refers to 1st period people cannot work because of incident
▪ Long term
● Invalidity – referring to similar person with similar kind of
professional experience > degree of working capacity may be lower
● After 6 months to a year
● Dealing with cancer, depression, whatever
● Related to pension scheme – related to last earnings before you
became ill
▪ Covering can be done very differently
o Source of disability
▪ Work related
● Disease caused by work, accident at work
● Will be treated different; health care is better and more extensive,
more benefits provided
▪ Not work related
● E.g. taken ill cause of flu, or accident at home
● Traditionally, will belong to general disability scheme
▪ Reflect how this is being done in the Netherlands
● Does this difference still matter?
o Risk related to maternity

● Legally assume a person cannot work for certain period
o Benefits etc are different than when sick
o How long is maternity protection provided?

⮚ To address cost related to raising of children / taking care of dependant family members (can
also be parents living with you or sth)
⮚ Sometimes universal
⮚ Others focused on working categories
o What happens to people not working?
⮚ Some countries, structurally means testing is applied
o Idea that policies addressed to needy families; wealthy families are exempted from
these benefits
