for their safety and security. When we examine contemporary Western liberal
democracies, including the UK, it becomes evident that the police fulfil a range of
functions that extend beyond the mere protection of citizens. According to
criminologist Robert Reiner (2013), the role of the police is highly contested in these
societies, perhaps due to the multifaceted nature of their duties (Reiner, 2023, cited
in Drake & Scott 2023., p. 46).
It is further posited that most of the police work is concerned with non-criminal
emergencies. These include (adapted from Reiner 2013, p.165 as cited in Drake &
Scott., p. 46) the provision of advice and information, as well as the reporting and
response to issues such as missing property and persons, accidents, suspicious
circumstances, alarms and disturbances.
Thus, there are two ways in which the police can be referred to: in terms of their
protective function (police service) or their controlling function (police force).
