Chapter 3 of the Constitution deals with co-operative government and inter-
governmental relations. This Chapter of the Constitution defines the character of the
three spheres of government, creates a framework for co-operation between the
spheres of government and organs of state within each sphere, and prescribes methods
to resolve uncertainties and possible conflict among the spheres of government. Write
an essay of approximately 1500 words in which you discuss the role of co-operative
government in the South African education system.

The Role of Co-operative Government in the South African Education System
In South Africa, the government works in three parts, national, provincial, and local.
They must work together to give people the services they need. One important service
is education. National and provincial governments share the job of running schools, and
local government helps in some ways too. The rules for how these parts of government
must work together are written in Chapter 3 of the Constitution of South Africa, 1996.
There are also special laws that help guide education, such as the South African
Schools Act of 1996 (SASA), the Intergovernmental Relations Framework Act of 2005
(IRFA), and the National Education Policy Act of 1996 (NEPA).
