2.1. INTRODUCTION

Now that you have learnt about the importance of transport for tourism (in Lesson
1) and have become familiar with the different types and modes of transport for
tourism, you might be wondering if there are any measures in place to ensure the
efficient functioning of these different modes and types of transport.


Think of the different types and modes of transport within your local area – or any
other place/city/country of your choice – and then think of any measures/systems
that have been put in place by the government to ensure that these types and
modes of transport operate efficiently. Using the Discussion Forum tool under

of.




In this lesson you will learn about the regulation of transport for tourism, including the

2.2. THE IMPORTANCE OF REGULATING TRANSPORT FOR TOURISM

The degree of competition within and between modes of transport for tourism is a
popular topic of discussion. In the context of countries like South Africa, the focus is
mainly on the competition between road transport and rail transport, as well as within
the air transport industry. If the companies providing transport for tourism were
allowed to set their own standards/do whatever they wanted, malpractices might arise,
which would have a negative impact on the country’s economy. As a result, some
degree of regulation and intervention on the part of central government can contribute
towards preventing malpractices by the companies providing transport for tourism.

The purpose of regulating transport for tourism is to protect both the transport industry
and the commuters. However, protecting the transport industry does not necessarily
ensure that the companies providing transport for tourism will prove to be the best
transport services. Before delving into the reasons why transport for tourism should
be regulated, let’s first examine what the term “regulation” means. According to
Pegrum (1973), regulation can be interpreted as

• all legal measures that control business activities. Business activities, like all
other human activities, are subject to the prescriptions of the state.
• legislation aimed at curbing the activities of business enterprises. Regulation
