1.1. The Linkage Between South Africa’s National Development Planning and the
Sustainable Development Goals (SDGs)
South Africa’s development trajectory is closely aligned with the global 2030 Agenda for
Sustainable Development, which comprises 17 interlinked Sustainable Development
Goals (SDGs). These goals, adopted by all United Nations member states in 2015,
provide a comprehensive framework aimed at ending poverty, protecting the planet, and
ensuring prosperity for all.
South Africa’s National Development Plan (NDP) 2030, developed by the National
Planning Commission and adopted in 2012, serves as the country’s blueprint for
addressing poverty, inequality, and unemployment. While the NDP predates the formal
adoption of the SDGs, there is significant overlap between the two frameworks, creating
a strong linkage between national priorities and global goals.
For instance:
Goal 1: No Poverty is mirrored in Chapter 3 of the NDP, which emphasizes
eliminating poverty through inclusive economic growth and employment creation.
The NDP aims to reduce the number of people living below the poverty line from
39% to 0% by 2030.
Goal 4: Quality Education is addressed in Chapter 9 of the NDP, which
outlines plans to improve early childhood development, literacy rates, and overall
education quality. Programs such as the Early Childhood Development (ECD)
subsidy scheme reflect national efforts toward achieving SDG 4.
Goal 8: Decent Work and Economic Growth aligns with Chapter 3 and 4 of
