Questions: 1. In your opinion, what are the causes of corruption in Sassa?

1. Weak Internal Controls and Oversight
SASSA has faced challenges in monitoring how grants are distributed and managed. The
lack of effective checks and balances makes it easier for officials or external parties to exploit the
system for personal gain.
2. Poor Governance and Accountability
A lack of accountability mechanisms allows corrupt practices to go unpunished. Often,
disciplinary processes are either delayed or do not lead to real consequences, creating a culture of
impunity.
3. Political Interference
There have been cases where politically connected individuals are awarded contracts or
appointed into key positions without due process, which undermines institutional integrity.
4. Fraudulent Activities by Beneficiaries and Officials
Some beneficiaries misrepresent information to receive grants unlawfully, while some officials
collaborate with syndicates to register ghost beneficiaries or duplicate payments.
5. Inefficient Technology and Data Systems
Outdated or poorly integrated systems make it difficult to track and audit transactions in real
time, allowing fraud to go unnoticed.
6. Lack of Staff Training and Ethics
Some employees lack proper training in ethics and anti-corruption practices, and may not
fully understand the legal and moral implications of corrupt behaviour.
