Understanding Inclusive Education: Policy and Practice
Inclusive education in South Africa is more than a pedagogical approach—it is a human
right rooted in dignity, equality, and democratic participation. It is the foundation for a
just and equitable education system as envisioned in the Constitution of the Republic of
South Africa (1996), White Paper 6 (2001), and international frameworks such as the
Salamanca Statement (1994).
Working Definition of Inclusive Education
Policy Definition: Inclusive education is the constitutional and legislative commitment
to ensure that all learners, regardless of their abilities, backgrounds, or socio-economic
status, have equal access to quality education. It aligns with Chapter 2 of the
Constitution (Bill of Rights), affirming the right to basic education and the prohibition
of discrimination.
Practice Definition: In practice, inclusive education refers to the active and flexible
transformation of teaching, learning, assessment, and school culture to accommodate
the diverse needs of every learner. This includes the use of differentiated instruction,
barrier identification and support, and the development of a supportive school ethos.
