-Civil engineers make decisions on placing the plant on engineered
backfill or bedrock, the type of backfill material, and amount of
compaction (measure of the density of the soil in the field at a
specified moisture content) required.
- If the soil does not meet civil design properties, the buildings and
equipment inside them would be inadequate to withstand the effects
of an earthquake.

The temporary rigging from a plant structure must be evaluated for effects of
the temporary load on the integrity of the building structure or component
supports. Rigging from plant structures and utilizing temporary devices, even
if the lift does not fall under NUREG 0612, will require engineering review and
approval. You will learn more about NUREG 0612 later in this chapter.
Whip restraints are large structural barriers designed to prevent large
displacements of broken high energy piping, near bends, from causing damage to
nearby equipment.
Coatings used inside containment must be design basis accident (DBA)-qualified.
This means they must be tested and proven to remain in place during DBA
conditions (specified post-accident conditions of high temperature, high pressure,
and radiation occurring after the most severe accident for which the plant is
designed).
Blow-out panels provide protection to structures and equipment by "blowing out" if
there is a pipe break in the area to prevent flooding and damage to safety-related
equipment. Blow-out panels can also prevent the over-pressurization of some
structures when a high-energy line break or explosion occurs in the area.
