Creating Change Through Advocacy
Directions: Identify a problem or concern in your state, community, or organization that has the capacity to be advocated through
legislation. Research the issue and complete the sections below.

Problem
In no more than 250 words, describe the problem, who is affected, and the current ramifications. Explain the consequences if the issue
continues.

The nursing shortage is a growing crisis affecting hospitals, long-term care facilities, and other healthcare organizations. With an aging
population requiring more medical care and a high turnover rate among nurses due to burnout, stress, and inadequate staffing, the
demand for nurses has significantly increased. The shortage negatively impacts patient care, leading to longer wait times, higher
patient- to-nurse ratios, and increased stress for existing nursing staff. Vulnerable populations, including the elderly and chronically ill,
are particularly affected, facing delays in treatment and diminished access to essential healthcare services.
Moreover, the ramifications extend beyond patient outcomes; hospitals face increasing operational costs as they resort to hiring
temporary staffing or offering significant bonuses to retain existing staff, thereby straining budgets and resources. The current nursing
workforce is often overworked, leading to dangerous scenarios where critical errors may occur, threatening both patient safety and
overall healthcare effectiveness.
If this issue continues, the healthcare system risks a downward spiral: declining patient outcomes can result in higher rates of
complications, preventable deaths, and increased hospital readmissions. This, in turn, may drive even more nurses away from the field
due to emotional exhaustion and job dissatisfaction. Ultimately, a chronic nursing shortage could compromise the integrity of healthcare
delivery, increasing the burden on remaining staff and ultimately eroding public trust in the healthcare system. A strategic and
comprehensive approach is urgently needed to address the root causes of this crisis.

Idea for Addressing Solution
In no more than 250 words, outline your idea for addressing the issue and explain why legislation is the best course for advocacy.

, To address the critical issue of nurse shortages and burnout, implementing legislation focused on improving nurse staffing ratios and
incentivizing nursing education and retention is essential. Policies could include student loan forgiveness for nurses in high-demand
areas, funding for nurse residency programs, and mandatory safe staffing ratios to protect both patients and nurses. Legislation is the
optimal course for advocacy for several reasons. Firstly, it establishes a framework that ensures accountability from healthcare facilities,
mandating adherence to safe staffing levels and thus protecting patient care quality. Secondly, legislative measures can secure long-term
funding for initiatives that support nurse education and retention, addressing the root causes of the staffing crisis. This could include
incentives for nurses to pursue further education and mentoring roles, enhancing the professional pipeline. Moreover, legislative changes
can create a uniform standard across healthcare institutions, promoting equitable access to quality care. With policies like mandatory
staffing ratios, we can reduce burnout and turnover rates by ensuring nurses have manageable workloads, ultimately leading to improved
job satisfaction and better patient outcomes. In conclusion, enacting comprehensive legislation will not only address the immediate
staffing challenges but will foster a sustainable healthcare workforce, ensuring that both patients and nurses benefit from a safe,
supportive, and effective healthcare environment.

Research the Issue
Perform research and compile information for your idea. Present substantive evidence-based findings that support your idea for
addressing the problem (research studies, reports, etc.). Include any similar legislation introduced or passed in other states.

Evidence 1 The American Nurses Association (ANA) states that improving nurse staffing ratios reduces burnout and improves patient
outcomes.

Evidence 2 A 2021 study published in The Lancet found that understaffing is linked to higher patient mortality rates.

Evidence 3Several states, like California, have passed safe staffing laws, leading to improved patient care and nurse retention.

Stakeholder Support
Discuss the stakeholders who would support the proposed idea and explain why they would be in support.
Nurses and nursing organizations, for example, National Nurses United, support this legislation as it

directly improves working conditions, reduces burnout, and enhances patient care (National Nurses

Patient advocacy groups support improved staffing ratios as they lead to safer and higher-quality

patient care. For example, the Patient Safety Movement Foundation (PSMF) focuses on
reducing preventable medical errors, including those caused by inadequate nurse staffing. It
