crime investigation. Include the key elements and purposes of each profile
type.


According to Learning Unit 3 of the Fraud Examiners Manual (2016 International
Edition), both the financial profile and the behavioural profile play an important role
in financial crime investigations. These profiles help fraud examiners understand the
suspect’s financial situation and lifestyle in order to identify possible illicit
transactions or hidden assets. Although they are used together, they focus on
different aspects of the subject’s life.


Financial Profile
A financial profile is a detailed summary of a person’s or organisation’s financial
situation. It shows what the subject earns, owns, owes, and spends during a specific
time. The purpose of the financial profile is to help investigators trace money,
understand the subject’s financial position, and detect any unusual financial activity.


To create a financial profile, investigators collect and analyse the following key
elements:


What the suspect owns e.g. property, cars, and investments. Liabilities- What the
suspect owes e.g. loans, debts Income- All income sources e.g. salary, business
income. Expenses- Major personal or business expenses. The financial profile can
be developed using. Financial and tax records
Payroll records. Interviews with the subject or their associates
Observation of lifestyle. Public and online records. Charitable donations

, This profile helps fraud examiners detect inconsistencies between reported income
and observed lifestyle, which can suggest hidden income or fraud.


Behavioural Profile


A behavioural profile focuses on the subject’s personal lifestyle, habits, and
preferences. It provides insight into the suspect’s possible motives for committing
fraud and may reveal hidden wealth that is not shown in the financial profile.


Key elements of the behavioural profile include:
Personal habits (e.g. carrying large amounts of cash, wearing expensive clothing)
Housing and possessions (e.g. luxury homes, art collections)




Transportation (e.g. multiple or expensive cars)
Leisure activities (e.g. expensive holidays, club memberships, owning boats or
planes)
The purpose of the behavioural profile is to fill in the gaps in a financial profile. For
example, if the financial profile shows low income but the behavioural profile shows
a lavish lifestyle, it may indicate that the suspect has hidden sources of money or is
living beyond their means.
