Question 1(a)
The National Youth Commission Act 19 of 1996
was adopted on 5 April 1996, assented to on 10
April 1996, and only commenced on 19 June 1996.
The difference between these dates can be explained
with reference to Section 13 of the Interpretation
Act 33 of 1957.

, Understanding the Difference Between Assent
and Commencement
1. Date of Assent (10 April 1996)
o The assent is the date when the President

formally approves and signs the Act. This is
an essential constitutional step, signifying
the final acceptance of the legislation.
o However, the mere signing of the Act does

not mean that it is immediately enforceable.
The Act only becomes law upon
commencement.
2. Date of Commencement (19 June 1996)
o The commencement date refers to when the

Act legally comes into operation and has
binding force.
o According to Section 13(1) of the

Interpretation Act 33 of 1957, unless
specified otherwise, a law only takes effect
upon publication in the Government
Gazette or on a date set by the President.
