Economics for Managers

Question 1

Minister’s Position on Work Visa Reform and the Principles of Fairness in
Taxation

The South African government, led by Home Affairs Minister Leon Schreiber, has been
working on implementing a remote-working or "nomad" visa to attract skilled foreign
professionals. However, its rollout has been delayed due to tax-related issues. The
delay highlights the complexities involved in balancing taxation policies with economic
growth strategies.

In any tax system, fairness is a fundamental principle that ensures that all taxpayers
contribute equitably to government revenue while avoiding unnecessary financial
burdens. The Minister’s position can therefore be assessed in light of key principles of
fair taxation, which include equity and non-discrimination, ability to pay, certainty
and transparency, and efficiency and economic growth.

1. Principles of Fairness in Taxation

A tax system is considered fair when it adheres to the following principles:

a) Equity and Non-Discrimination
