QUESTION 1: COMMUNITY PARTICIPATION

Community projects are indeed essential in building and securing community
trust in the rehabilitation of offenders and the parole system. These initiatives
allow parolees to actively contribute to society, which not only benefits the
community but also reinforces the idea that ex-offenders are capable of
positive change. The project in Lenasia, where parolees helped refurbish the
Magistrate’s Court, is a good example of how involving offenders in
meaningful community work promotes reconciliation, healing, and social
reintegration (Anon., 2021). It helps shift public perception, allowing the
community to view parolees as individuals who can be rehabilitated and who
have the potential to make constructive contributions to society.

According to the Department of Correctional Services (2005), community
participation and programmes must promote the restoration of relationships,
healing, and forgiveness. When parolees take part in projects that visibly uplift
their communities, they engage in restorative justice. These projects serve as
platforms for them to rebuild trust and relationships with the very society they
once harmed. Furthermore, visible participation of the Department of
Correctional Services (DCS) in these projects reflects an integrated justice
system and a collaborative approach, which is necessary for long-term crime
prevention and successful offender reintegration.

Another critical aspect is that such community initiatives encourage joint
management and sharing of resources between government departments, the
community, and service providers. This collaboration reinforces the belief that
corrections is not only the responsibility of the state but of society at large.
Community involvement allows residents to witness the transformation of
offenders firsthand, which may reduce stigma, increase acceptance, and ease
the reintegration process (Department of Correctional Services, 2005).

The refurbishment project also highlighted the importance of involving both
decision-makers in the justice system and the offenders themselves in a
shared space and purpose. This kind of cooperation reflects the principles of
Ubuntu, where everyone plays a part in the well-being of others. It also
