1. Introduction
Human trafficking remains one of the most pervasive forms of modern-day slavery. In South
Africa, the complex interplay of socio-economic challenges, poverty, inequality, and the
historical context of exploitation has created an environment ripe for human trafficking
activities. The South African government has made significant strides in combating human
trafficking, particularly with the passage of the Prevention and Combating of Trafficking in
Persons Act in 2013. However, despite these legal advancements, human trafficking continues
to be a significant challenge, often exacerbated by high levels of corruption, underreporting,
and insufficient victim support mechanisms.
This research aims to explore the evolution of South Africa’s legal framework regarding human
trafficking, assess the effectiveness of existing laws, and examine the country's commitment to
international anti-trafficking protocols. By critically analyzing historical and contemporary
responses, the research will assess the gaps and challenges in addressing human trafficking and
propose strategies for improvement.
