ESSAY


South Africa’s road transport system is a critical enabler of economic activity, social
cohesion, and industrial efficiency. According to Study Unit 1 of TRL3706 pg. 6), this
system comprises interconnected components that collectively ensure the movement of
passengers and freight. (City of Cape Town, 2023, p. 8).


The foundation of the road transport system is its infrastructure, which includes
highways, main roads, secondary roads, and transport terminals. The South African
National Roads Agency Limited (SANRAL) is responsible for the design, construction,
and maintenance of national roads, while provincial and local governments oversee
regional and municipal roads. Infrastructure development is funded through toll fees,
fuel levies, license fees, and general taxes.
