Upon being assigned to a shooting, the first sworn Department member (regardless of
rank) arriving on the scene will: - ✔✔1) Verify that a person has been shot


2) Immediately issue a flash message
a} Providing descriptions or pertinent information of the wanted offender and vehicle


3) Immediately notify CPIC of:
a} Victim's name/DOB/gang affiliation.
b} Offender's name/gang affiliation/associates.
c} Gang conflicts in the area of the shooting.
d} Name/Call # of the Supervisor assigned to the shooting

The assigned BOP field supervisor will: - ✔✔1) Ensure that Department members
remaining on-scene are ONLY those with assigned duties


2) Ensure notification to CPIC of any information and request a VRS subject profile is
completed for the victim, offender, and co-arrestees.
a} VRS subject profile will include gang affiliation, investigative alerts, warrants, driver's
license, ID information, arrests, co-arrestees, Contact Cards, TSSS Cards, ISRs, traffic
convictions, known conflicts, and possible retaliation information


3) Upon receipt of the VRS subject profile, consult with tactical team supervisors or, if
unavailable, other district field supervisors to form a plan to prevent immediate
retaliation for the shooting; and


4) Notify the Gang Investigation Division Via CPIC

Access to Crime Scenes: - ✔✔1) Upon approval of a supervisor, news media with
Chicago Police Department issued news media credentials or credentials issued by
another law enforcement agency will be allowed access to a crime scenes outer
perimeter secured with yellow barrier tape.

, *NOTE: News media without any of the above-mentioned credentials will be allowed
access to a crime scenes staging area but not within the yellow crime scene barrier tape
perimeter.


2) Supervisors in charge of a respective crime scene will determine what media access is
allowed


3) News media will be permitted on a crime scene only after the Medical Examiner,
Forensic Services Division, Bureau of Detectives, and the Civilian Office of Police
Accountability (COPA) personnel have completed their examinations of the crime scene
and any other legitimate police purpose is not compromised by media presence.

Media access may be further limited by the following: - ✔✔1) Media access to a
crime scene on private property will only be permitted after the owner or the owners
agent informs the police that the owner authorizes the media presence.


2) Access to disaster areas will be restricted when such access will hamper necessary
emergency action, volatile circumstances may exist, or the presence of news media
representatives would unnecessarily endanger their lives and/or the lives of surviving
disaster victims.
