1.1 Speech on Language in Education Policy and the Language of Teaching and Learning

Ladies and gentlemen, thank you for the opportunity to address you today on a topic of great
importance: the choice of the language of teaching and learning, or LoLT, in our school. The
Language in Education Policy (LiEP) is the framework that guides our decisions regarding which
languages are used as mediums of instruction. It aims to promote multilingualism while ensuring
that learners can access quality education in a language they understand.

The LiEP allows schools to choose the LoLT based on the needs and preferences of their learners,
within the context of promoting mother tongue education in the early years and gradually
introducing additional languages. This is crucial in a diverse country like South Africa, where
language can be both a barrier and a bridge to learning.

However, choosing the right LoLT comes with challenges. For many learners, especially those in rural
areas, there may be limited exposure to the language used in the classroom outside of school. This
can lead to difficulties in comprehension and expression, impacting academic performance.
Additionally, there is the practical challenge of ensuring teachers are adequately trained to teach in
the chosen language.
