Emergency Health Care Facility
A sheltered and lit area or building used to promote the health and safety of
patients being provided emergency medical care, and containing cot(s) and/or
litter(s) and emergency medical equipment and supplies as required by New
York State Sanitary Code PART - 18.2.
Evacuation
The emptying of a building of all building occupants in response to a fire or an
emergency.
Fire Safety and Evacuation Plan
A written plan which sets forth the circumstances and procedures for the in-
building relocation, partial evacuation or evacuation of building occupants,
required or as appropriate for such occupancy or building type, in response to a
fire.

Emergency Action Plan
Fire Safety/EAP director
The EAP Director controls and supervises the actions and/or evacuations in the
immediate threat area according to the approved EAP plan and is a liaison to
the first responders upon their arrival.
Must hold a valid Certificate of Fitness and is responsible to implement the
FDNY plan, to conduct FLS staff training, fire and non-fire emergency drills and
other duties indicated in the Fire Code and Fire Rule.
Fire Drill
A training exercise by which building occupants are familiarized with and/or
practice the procedures for the safe, orderly and fast "in-building
relocation", "partial evacuation" or "evacuation", as applicable to the
occupancy or building type, in accordance with the fire safety and evacuation
plan, and to evaluate the efficiency and effectiveness of the implementation of
such plan.

Every 3 months for the first 2 years after the Certificate of Occupancy is issued.

1. Lack of crowd control/not controlling the capacity of the event; overcrowding
2. Too few exits; flow of occupants not controlled; emergency medical service
unable to access event sites.
