You must have studied both the text books rather thoroughly and by now must have pretty good idea about all the chapter themes from the books, particularly the chapters I have emphasized the most in the class. Additionally, I also emphasized that you need to be well versed about the contemporary policy issues debated and discussed in the news media. In this context, you critically analyze the Infrastructure Investment and Inflation Reduction bills passed by the Federal Government and the role of the Federal Reserve Bank in fixing policy issues dealing with Coronavirus Pandemic and the inflation. Please provide the pros and cons analysis about the Federal bail out packages for the citizens, small/medium business, and large corporations. Also critically discuss the Federal Reserve Bank's additional supports for the rescue of US and the World economy. 2. Discuss why understanding of public policy is important to a public administrator? a) Keeping in mind the class debates and discussions; explain the steps in public policy process in depth and breadth as envisioned by Birkland and Gupta; b) In this context, discuss at least three major public policies (programs) in detail which are integral part of American society. 3. Discuss the issues of codifying and publicizing policies. Why various types of policies emerge in a society. Narrate your understanding of distributive, regulatory, and redistributive policies in the context of contemporary America. Also critically analyze substantive and procedural policies, material and symbolic policies, public versus private goods, & liberal and conservative policies. 4. How government play multiple role in our lives? Discuss the issue of politics and rationality? Discuss how government’s goals and their impact on public policies are carried out by government’s intervention in market place to achieve four desired goals: efficiency, equity, liberty, and security. In this context, discuss the goals elaborately and make an analysis of “the equity-efficiency trade off,” and “the liberty-security trade off.” 5. Discuss the elements of strategic thinking in policy making process, and explain how the concept of decision tree and game theory comes into play while developing strategic policies. With this tone, make a critical analysis of strategic public policy issues that is faced by Obama administration especially in relation to future economic growth, health care, retirement benefits, and access to education. 6. So you want to be an Analyst? Can you build a memorandum of analysis based on the following steps before you start; a) Know thyself and your organization, b) Be aware of biases, c) Be aware of external constraints. Then when you begin your analysis, can you do your work around organizing your thoughts, conducting more elaborate diagnosis, and making effective presentation. Lastly, take a significant problem (e.g. poverty, healthcare, criminal justice, or migration) facing the USA or the world today. Suppose you have been asked to design a policy to deal with any of these problems. By making assumption about your client and your resources, design steps you will take to complete the task. 7. Critically discuss the role of official actors and their impact in developing public policy. In this context illuminate the role of the Legislative, the Executive, and the Judiciary branches (both at the Federal & the State levels). Also discuss the role of unofficial actors and their roles in public policy. In this connection, talk about the role of interest groups (institutional & economic), social movements, lobbying groups, media, think tanks as policy actors. Also narrate a vision about the relationship between the official and unofficial actors.
