is a key objective since all South African citizens are dependant on these services, although
some households’ basic needs must be provided by local government. Service delivery
must be affordable, accessible and simple in its aims.
Section 152(b) of the Constitution confirms one of the main objectives of local government,
namely to ensure the sustainable provision of services to all communities. This is the most
important function of local government.
