Introduced by Pennsylvania congressman David Wilmot, the failed amendment ratcheted up tensions between North and South over the issue of slavery. Significance of Wilmot Proviso Acknowledged the likelihood of early territorial conquest Popular Sovereignty A belief that ultimate power resides in the people. "Squatter Sovereignty". Endorsed by congressmen in both the north and south Free Soil Party (1848) This party was formed on a platform favoring the Wilmot Proviso and free land for settlers.
