P – increased local autonomy.
Ex – power to make decisions tailored to local needs which respond effectively.
Ev – Scotland Act of 1988, extensive powers, make laws on a wide range, education & health.
An – limited resources, 2009, Scotland unable to pass its budget due to Parliament declining it.
P – increased accountability.
Ex – decisions made by locally elected representatives, accountable, trust & confidence in local gov.
Ev – The Belfast Agreement, accountable institutions, Northern Ireland Assembly, 108 members
elected by STV.
An – lack of transparency, lack of a second chamber in the Welsh assembly.
P – encouraging citizen participation.
Ex –, creates opportunity for residents’ involvement shaping policies/decisions directly affect them.
Ev – within devolution, elections see levels of positive TO, SNP 2021, 1 seat short of a majority.

Ev – Scottish Parliament pass unique legislation, introduction of free personal care for the elderly.
