We use present simple to say;
- something happens all the time or repeatedly.
- or something is true in general.
- how often we do things.
Sometimes we do something by saying something like;
I promise, I apologize or I suggest.
Do: I – you – we – they
Does: He – she – it
You can also make questions and negations.
Don’t: I – you – we – they
Doesn’t: He – she – it
- Facts - permanent situations / neutral present
- For opinions / neutral present
- Stories / vivid storytelling / historic present
- Commentaries of quick actions and events
- Instructions and demonstrations
- Habits / habitual present
Reasons:
Because it’s a fact
Because it’s repeated
Fixed arrangements in the future = scheduled events

Sometimes it isn’t happening at the moment:

He might not be reading it at the moment but he started doing it and hasn’t finished.
