The severity of that maltreatment, coupled with the caregiver's failure to protect suggests that child safety may be an urgent and immediate concern. - Answer • Previous abuse or neglect that was serious enough to cause or could have caused moderate to severe harm • A caregiver is known to have retaliated or threatened retaliation
