This model emphasises the role of the criminal justice system in reducing and preventing
crime by catching, punishing and deterring offenders.
Much emphasis is placed on facilitating criminal investigation, interrogation and the
pursuit of offenders.

The Criminal justice system should concentrate on promoting victims rights rather than
protecting defenders rights.

There is an assumption that official protection of suspects rights only hamper police work
so legal technicalities that restrict the police should be eliminated and the accused should
be presumed guilty because the police are highly reliable.

In this sense it can be viewed as a 'conveyer belt' ( speedily prosecuting, convicting and
punishing offenders), with the conviction of the innocent (like Colin Stagg) tolerated
because the ultimate goal of convicting the guilty overrides civil liberties.
