Digitalization  a digital transformation that includes a number of interconnected and envolving
technologies (OECD).
= the process where by a human technology or activity is transformed in to a digital form.

What is digitalization?  the internet of things, 5G networks, Big Data Analytics, Artifical
Intelligence, Blockchain technology etc….

Governance  a change in the role of the state from intervention and control to steering and
coordination.

Digitalisering zorgt voor hele hoge kosten om alle data op te slaan (en vervuiling).

Maar er zitten ook voordelen aan digitalisering;
- Automated consensus formation (Taiwan); fast connections…
- Blockchain (landregistratie in Honduras).
- E-voting.
- Self-driving busses.

Digitalisation: internal vs. external:

 Internal  effect government(organisations).
o Presented by Darell West: vertelt in welke fasen de overheid digitaliseert.
1. First phase = billboard phase  websites and email; publications.
2. Seconde phase = partial service delivery = pay parking, buy library card
ect). Meer interactief dan de billboard phase.
3. Third phase = portal stage  digital ID-systems.
4. Fourth phase = interactive democracy  deliberation and co-production.

Amazon voorbeeld: begonnen als boekenwinkel, vervolgens een online webshop voor alles en nu
zelfs een videoplatform (zoals Netflix) opgericht.

 Ze willen dat iedereen zijn/haar mening mag verkondigen; maar wat als dit fake-news is?
- Weinig duidelijkheid over de transparantie van deze bedrijven = onverantwoordelijk,
- Daarnaast delen ze hun data overheden = onverantwoordelijk.

Yuval Noah Harari  geeft aan hoe (de digitalisering) de omgeving van de overheid heeft
aangepast.
 Artifical Intelligence will increasingly displace humans  automatische algoritmen gaan
mensen verdringen.
 Global ecology of information (the cyber river)  alle digitale infrastructuur ligt in een
rivier. Je moet zorgen dat je aan die rivier verbonden bent. Vroeger was het van belang
dat een stad aan de fysieke rivier lag; nu dus de zogenoemde cyberrivier.
