(5) Diplomacy is a communication system by means of which representatives of states (including elected on appointed officials) and/or global and international role players such as the UN representatives. These representatives put their positions of their representative countries interest; articulate a state‘s problem or grievances and issue demands, threats or ultimate to their countries. Diplomatic communication (or tact) is about being honest, but not brutally honest. Tact and diplomacy are skills centered on an understanding of other people and being sensitive to their opinions, beliefs, ideas and feelings. Tactful communicators can sense what another person is feeling or thinking and respond in such a way as to avoid bad feelings or awkwardness, while at the same time asserting or reflecting their own ideas and feelings back in a delicate and wellmeaning fashion. Diplomacy is also a form of communication and interaction that can be used to clarify positions and points of view; to look for information; and to persuade other role players of a particular viewpoint and or get them to support ii (Gilboa 2000: 73). Various countries also use issues of diplomacy and diplomatic interventions as a form of branding and thus building the image of a country. This can be done through international tourism and visits varying from both international organizations meeting through a sports cultural exchange. It can be done through the media by means of propaganda and the agenda setting role of the media. Diplomacy can thus be considered as the interaction between governments
