1. Introduction
Kidnapping has transformed from an occasional criminal occurrence into a systemic security threat
that pervades South African society. The exponential increase in reported cases—averaging 53
kidnappings per day nationally—signals a crisis that demands rigorous scholarly and policy
attention.¹ This assignment examines the multidimensional nature of this phenomenon within the
South African context. The “who” encompasses both the perpetrators, ranging from organised
criminal syndicates to opportunistic individuals, and the victims, who include foreign nationals,
business owners, children, and ordinary citizens from all demographic groups. The “what” concerns
the criminal act of kidnapping itself, analysed through its various typologies and operational
modalities. The “where” focuses specifically on South Africa, with particular attention to identified
