Analyse the key challenges experienced by households and municipalities regarding

Waste management in rural and remote areas presents significant challenges for both
households and local municipalities. According to Viljoen et al. (2021), municipalities in
developing countries face limited budgets for waste management, which is particularly
acute in rural and remote areas. These financial constraints directly impact the
municipality’s ability to provide adequate waste collection services and maintain proper
infrastructure.
From a municipal perspective, the key challenges identified include obstacles with
waste collection, a lack of proper equipment and infrastructure, and difficulties
accessing treatment centres (Viljoen et al., 2021). The unequal distribution of waste
management infrastructure in South Africa, stemming from historical politico-socio-
economic inequalities, further worsen these problems (Viljoen et al., 2021). These
obstacles contribute to secondary problems such as littering and illegal dumping, which
become more prevalent when formal collection systems are inadequate or non-existent.
Households in rural areas face their own set of challenges. The study by Viljoen et al.
(2021) found that in the absence of curbside recycling programmes, waste separation at
the household level is significantly lower, particularly in poorer rural areas where people
often lack entrepreneurial skills and the drive to produce marketable items from their
waste. The long distances to large recycling companies further discourage recycling
