Read the extract below and answer the question that follows: South Africa’s constitution has 11 official languages, and it promotes the development of the Khoi, Nama, and San languages, as well as sign language (The South African Constitution, 2012). HEIs have to develop institutional language policies that are informed by the language policy framework for public higher education institutions, as determined in terms of Section 27(2) of the Higher Education Act, 101 of 1997 (as amended) (DHET, 2020) and by the South African Constitution. This language policy framework encourages multilingualism and the development of African languages to become LoLTs alongside English and Afrikaans. It states that: Language continues to be a barrier to access and success for many students at South African higher education institutions. Despite their status as official languages, indigenous languages have in the past and at present, structurally not been afforded the official space to function as academic and scientific languages … The persistent underdevelopment and undervaluing of indigenous languages should not be allowed if public higher education institutions are to meet the diverse linguistic needs of their student population. Argumentative Essay: The Role of Multilingualism in Linguistically Diverse
Societies

Multilingualism should be adopted as an approach to teaching, learning, and
assessment in linguistically diverse countries because it promotes inclusion, enhances
understanding, and improves academic performance. In countries such as South Africa,
where multiple languages coexist, relying on a single language of instruction creates
barriers to access and success. Therefore, multilingual education is essential for
achieving equitable and effective learning outcomes.

Firstly, multilingualism promotes inclusion and equal participation in education. Many
learners are taught in a language that differs from their home language, which limits
their ability to engage meaningfully in the classroom. Monoglossic approaches that
prioritise a single language often disadvantage learners and restrict their participation,
making them feel marginalised and “voiceless” . By contrast, multilingual approaches
such as translanguaging allow learners to use all their linguistic resources, creating a
more inclusive and socially just learning environment. This ensures that all learners,
regardless of their linguistic background, have equal opportunities to succeed.

Secondly, multilingualism enhances comprehension and facilitates deeper learning.
When learners are allowed to draw on their home languages, they are better able to
understand complex concepts and connect new knowledge to their existing
experiences. Translanguaging, which encourages the flexible use of multiple languages,
enables learners to construct meaning more effectively and engage more actively in
learning . Furthermore, the use of multilingual resources, such as texts in different
languages, allows learners to compare and understand language structures, thereby
strengthening their cognitive and linguistic abilities. This approach leads to improved
understanding and more meaningful learning experiences.
