Introduction
Records management is a critical component of governance and accountability in
healthcare institutions, where large volumes of sensitive information are generated
daily. The scenario at Job Shimankana Tabane Provincial Hospital highlights serious
weaknesses in records management, including lack of structured appraisal, inconsistent
retention practices, duplication of records, and insecure disposal of confidential
information. These shortcomings not only affect operational efficiency but also expose
the institution to legal and ethical risks. This essay defines appraisal, disposal, and
retention scheduling, and critically discusses how the principles of appraisal and
disposal can be applied to improve the hospital’s records management system.
Conceptual Definitions
Appraisal is the systematic evaluation of records to determine their continuing value for
administrative, legal, fiscal, or historical purposes, and to decide how long they should
be retained (ISO 15489-1, 2016). It ensures that only records with enduring value are
preserved while others are earmarked for disposal.
Disposal refers to the authorised action taken on records after appraisal, either through
secure destruction or transfer to archival storage for permanent preservation (Shepherd
and Yeo, 2003). Disposal must be controlled, documented, and compliant with relevant
legislation.
A retention schedule is a formal document that specifies the minimum period records
must be kept and outlines their final disposition. It serves as a guiding framework for
consistent and lawful records management across an organisation (National Archives
and Records Service of South Africa, 2018).
