below a prescribed income and asset threshold. The purpose of the test is to ensure that
state-funded legal assistance is provided to individuals who genuinely cannot afford private
legal representation.

The criteria evaluated in the means test include the applicant’s monthly income, assets such
as property or savings, and financial obligations. Legal Aid also considers whether the
applicant supports dependants and whether the person receives social grants or other forms
of state assistance. If the applicant’s income and assets fall within the approved limits, they
qualify for legal aid. If they exceed the threshold, they may be required to contribute towards
