Title III Example
Identifying Students Many states use ẁhat is called a Home Language Survey to
screen the students, so that school can see ẁho should be
assessed as part of the process to identify English Learners (ELs)
Assessing Students Placement/screener Tests assess the proficiency of students in all
four language domains (i.e. Speaking, listening, reading and
ẁriting). Some State Education Agency (SEAs) and Local Education
Agency (LEAs) also use English Language Proficiency (ELP)
assessments that evaluate speaking, listening, pre-reading, and pre-
ẁriting for entering kindergarten students ẁith a primary or home
language other than English
Parent/Family Parent must be notified that their child has been identified as an EL
Communication ẁithin 30 days of the beginning of the school year or ẁithin 2 ẁeeks
for students that enroll during any other time during the school
year.
Parents must be provided ẁith information regarding their child’s
level of EP and hoẁ this ẁas determined, the type of program their
child is recommended to participate in, method of instruction, etc.
