· ​ Assassinated 1881- did not use spoil system, shooter felt he deserved the job

Chester Arthur 1881-1885:

· ​ Passed Pendleton act 1883- created civil service commission, hired on merit not
status

· ​ Federal immigration bill- only excluded criminals and the mentally ill
